Khulukshinov Roman Grigorievich was born on June, 29th, 1958 in the village Butukei of Nakutsky area of the Irkutsk region.

In 1981 he has graduated from East Siberian Institute of Technology.

Roman Grigorievich Khulukshinov works at the East Siberian State Technological University since 1981 accorrding to distribution of young experts.

He has been accepted as head of the chair laboratories "Electrical supply of the industrial enterprises, cities and agriculture".

In 1989 he has defended his thesis in «Analysis technique of modes of power supply systems for operative calculation and trainings of the dispatching personnel" at Leningrad Polytechnic Institute named after M.N.Kalinin.

R.G. Khulukshinov worked as dean of preparatory faculty and combined this with a post of associate professor of the chair for "Electrical supply of the industrial enterprises, cities and agriculture"

During his work at the university he has proved that he is a theoretically prepared and competent teacher. He actively takes part in educational, scientific and methodical work of the faculty and the chair. He develops abstracts of lectures, system of diagnosing and supervising materials: collections of problems, tests, and also plans of individual researches of students in specialty "Electrical supply (on branches)" and "Electric systems and networks". Two laboratories are equipped; conditions for fulfillment of curricula are created. Roman Grigorievich conducts the basic lecture courses in "Electric part of stations and substations", "Transients in electric systems" and "Electric power Application in agriculture".

Productivity of the graduates work in the manufacture of the power enterprises of the Republic of Buryatia and Siberia prove high quality of a teacher.

For high indicators in educational and scientific activity Khulukshinov was awarded with the Certificate of honor of Presidium of the Supreme body of Buryat ASSR.

R.G. Khulukshinov is engaged in research work in two directions "Electric power industry" and "Problems and prospects pre-university formation".

He is author of more than 40 educational, methodical and scientific works. Results of his work were reported at the International, regional and interuniversity scientific conferences.

On a post of dean of the preparatory faculty he has established close collaboration of the secondary schools of the republic with the university. Thanks to his direct participation huge work in creation of the university complex "school-high school" was spent.

Khulukshinov Roman Grigorievich is a creatively working teacher, professional of high level, he uses deserved authority among employees and students of the university, "Honored worker of education of the Republic of Buryatia", Honorable worker of the higher vocational training of the Russian Federation (2004)

In September, 2009 he is appointed as vice-rector in social problems.
